Strategy is what youre going to do, ie, treat terrorisim as a military or police action. The difference is night and day; Clinton treated terrorisim as a policable action with almost no results. Bush treated terrorisim as a military action, decimating al qaieda and dethroning saddam. Tatics are just the way you go about doing what youre going to do- send planes to blow up bunkers in afghanistan, negotiate with pakistan, invade iraq. Its absolutely idiotic for Kerrey to try to railroad and run off with Mrs Rice like this.

Guerrilla opperations depend on secrecy and stealth in thier movements in order for them to be effective. Because of the tiny size of his force and that is essecntially what he is working with. For all intents and purposes this seems to be a temper tantrum in response to al sadir's news paper being shut down after calling for death and terror to the "occupiers" that so graciously freed them from the boot of saddam. By playing his hand this way he's shown his entire hand- highly disorginised and random attacks in isolated parts of the country, a mosque with him inside and no freedom of movement, and no capability to orginize truley effective offensive opperations.
With the administration eager to give control back to the iraqi governing council this june, it would have been much, much more advantagous for al sadir to bide his time in order to try a coup de ta after our presence there had been diminished. Now we know his intentions and are obligated to crushing his little resistance before the handover.

Sadir allowed himself to be used and now will likely be shot when we go after him.
